Paphos town works on two levels, literally. Kato Paphos, down by the harbour, is where the archaeology, the hotels and the seafront restaurants are. Ktima, the upper town, is where Cypriots actually live and shop, with the market, the municipal buildings and the everyday commerce. Most British residents settle in the developments spreading either side, close enough to walk to a supermarket but out of the tourist crush.
